Tax Assistance
Free VITA Tax Clinic
Through the IRS' Volunteer Income Tax Assistance (VITA) Program, Community Action Partnership of Hennepin County (CAP-HC) provides FREE basic tax return preparation for 2024 tax returns to eligible individuals and families. IRS tax law-certified volunteers prepare and e-file federal, state, and property taxes. Tax assistance is provided in person at either the North Regional Library (1315 Lowry Ave. N, Minneapolis, MN 55411) or the Franklin Library (1314 East Franklin Ave, Minneapolis, MN 55404).
2024 Tax Filing Assistance Opens Jan. 27
We accept applicants on a first come, first served basis. Staff will begin taking appointments on January 27, 2025. All appointments must be scheduled in advance.
— Eligibility
To be eligible for the VITA Program, applicants must:
- Live in Hennepin County.
- Be a single-filing household with annual income of $40,000 or less.
- Be a joint-filing household (a family with dependents) with annual income of $60,000 or less.
- Be a person with a disability.
- Be a limited English-speaking taxpayer.

- Staff will conduct a phone pre-screen to determine eligibility for the program.
- If eligible, staff will schedule a VITA Tax Clinic appointment. Staff will also provide application forms and information about documents that will be needed at the appointment.
- Eligible clients will be accepted on a first come, first served basis.
- Appointments will be scheduled from February 5 through April 11, 2025 or until all appointments are filled.
- All appointments must be scheduled in advance and are in person. Appointments are usually 1-2 hours long.

Earned Income Tax Credit
The Earned Income Tax Credit (EITC) helps low- to moderate-income workers and families get a tax break. If you qualify, you can use the credit to reduce the taxes you owe – and maybe increase your refund. The amount of your credit may change if you have children, dependents, are disabled, or meet other criteria. Using this credit may affect other government benefits for some types of workers, like the military and clergy. If you claim the EITC credit, your refund may be delayed. By law, refunds to taxpayers who claim the Earned Income Tax will not begin until mid-February.
