2026 Water Assistance Program

Community Action Partnership of Hennepin County’s (CAP-HC’s) Water Assistance Program can help you pay your past-due water bills and related charges.

Current demand for water assistance has exceeded our funding capacity. The Water Program will be paused until new program funding can be secured.  Please refer to the Water Assistance Resources below if you need assistance while CAP-HC’s program is paused.

Why is CAP-HC’s Water Program paused?

We were able to help hundreds of families that needed water assistance in 2025, but the need has exceeded our funding resources.

Are there other resources to help me pay my water bill?

Yes, refer to the Water Assistance Resources above. Please note that other resources may also be available.

Will CAP-HC’s Water Program Reopen in the Future?

CAP-HC plans to reopen the program once additional funding has been secured, but we do not know when that will be right now. We do know that water assistance is a huge need for people with low incomes and will continue to explore funding opportunities to help people with past-due water bills. As we plan for 2027, we will reassess the feasibility of reopening the Water Program.

If the Program resumes, what will the maximum assistance amount of Water Program grants Be?

If funding enables CAP-HC to resume the Water Program, the maximum assistance amount will be determined based on the program funding we are able to secure. In 2025, the maximum assistance amount for Water Program grants was $750.
