Advocate With Us
Community Action Partnership of Hennepin County (CAP-HC) pursues positive outcomes for all Hennepin County residents with low income. We use an advocacy-through-education approach to expand policymakers’ awareness of community needs and how they can put legislation to work in the fight against poverty.

2025 Legislative Priorities
CAP-HC has identified the following priorities for the 2025 Legislative Session, which are consistent with the 2025 Legislative Agenda from our statewide association, MinnCAP.* By promoting greater opportunity and support for traditionally marginalized communities in Hennepin County, these priorities are in alignment with CAP-HC’s commitment to diversity, equity, and inclusion.
- Seek to maintain and secure $5.4M biennial Minnesota Community Action Grant (MCAG) funding in base budget, resulting in an ongoing $15.3 biennial appropriation.
- Seek to maintain ongoing $3M biennial funding for Family Assets for Independence in MN (FAIM) Program in the base budget.
- Seek $200M/biennium for the Family Homeless Prevention and Assistance Program (FHPAP) and secure it in base budget.
*Minnesota Community Action Partnership (MinnCAP) is an association of the 23 Community Action Agencies and 11 Tribal Nations in Minnesota that are working across the state to end poverty.

How You Can Advocate
Fighting poverty takes all of us. We’d love for you to advocate for change by sharing your story, either with CAP-HC or with public officials.
Share Your Story with CaP-HC
We’re often asked to speak to legislators about the experiences of community members with lower incomes.
And when we get to hear stories from clients and partners, it’s an ideal way for us to illustrate community needs, speak directly to issues affecting Hennepin County residents, and explain how our programs and services help move people from poverty to prosperity.
Share Your Story with Public Officials
Telling your public officials about your experiences is a powerful way to advocate for change. Contact your federal, state, and local officials and let them know what matters to you
