Philosophy
Protecting consumer information is one way Community Action Partnership of Hennepin County (CAP-HC) builds public trust. Our goal is to be transparent and to protect consumer information with security measures designed to prevent unauthorized access or disclosure of your information.
Introduction
CAP-HC respects the privacy of our community. This Board of Directors-approved Privacy Policy explains how we collect, use, and disclose personal information and applies to all personal information CAP-HC gathers, both online and offline, via caphennepin.org, CAP-HC’s social media pages, surveys, and any other electronic, written, or oral communications. It does not address information collected through program applications or application-related interactions, whether written, in person, or over the phone. This Privacy Policy is directed to United States residents only.
This Privacy Policy also describes the choices available to you regarding use of personal information, security measures we take to protect it, and how to opt out of marketing and donor-related communications from CAP-HC.
Consumer privacy is a priority for CAP-HC, and we want to ensure consumers are familiar with how we collect, use, and disclose personal information. By interacting with us, you consent to the terms of our Privacy Policy as described below. We may change this Privacy Policy occasionally and without prior notice to you. CAP-HC will make reasonable efforts to publish such changes on our website, which are in effect as soon as they are published unless indicated otherwise. Please check this Privacy Policy regularly for any such updates.

Personal Information
Personal Information” is information that identifies you as an individual or related to you as an identifiable individual. It may include, but is not limited to, your name, address, telephone number, email address, and information relating to your computer or other device used to interact with CAP-HC.
We do not require you to provide personal information in order to navigate our website.
Collection of Personal Information
When you interact with CAP-HC through our website, we may collect information as described below.
1. Information You Provide
We must collect certain Personal Information when you choose to participate in a certain activity, such as subscribing to our newsletter, making a donation, submitting an online form, or interacting with us in other ways such as completing a survey.
When you voluntarily provide us with a cell phone number, you are giving us consent to use that number for the purpose indicated, or if given with regard to a program application or other account with us, consent to communicate information to you that is closely related to such application/account, so long as you have not
given us instructions to the contrary. You may revoke this consent at any time as described in the “Discontinuing Contact Upon Request” section below. Your consent to be contacted by us is not required in order to receive our Services.
We may combine information you submit with other information you have submitted in the past. We will treat the combined information in accordance with this Privacy Policy.
2. Passive Information Collection
Certain Personal Information may be collected passively as you navigate our website, meaning it is gathered automatically without you actively providing it. This is done in the following ways:
IP Addresses: An IP address is a unique identifier that certain electronic devices use to identify and communicate with each other on the internet. When you visit our website, we may view the IP address of the device you use to connect to the internet. We use this information to determine the general physical location of the device and understand from what geographic regions our website visitors come. We also may use this information to improve our website.
Through your browser: Certain information is collected by most browsers, such as your Media Access Control (MAC) address, device type, operating system type and version, and internet browser type and version.
Cookies: Like many organizations, CAP-HC’s website uses “cookies” to help consumers personalize their online experience, make sure the site meets the needs of its users, and to help us make improvements to our website. A cookie is a text file that is placed on your device by a web page server and tells the web server when you return to that specific web page.
Cookies are uniquely assigned to you and can only be read by a web server in the domain that issued the cookie to you. Depending on your web browser settings, cookies may also be used to make completing forms easier, such as cookies used to remember and auto-fill information you have previously submitted on that web page. When you return to the same CAP-HC website, the information can be retrieved to simplify the process of submitting your Personal Information, such as your name or address.

Google Analytics: CAP-HC uses third-party cookies set by our service provider, Google Analytics, provided by Google Inc., to leverage cookies and other technologies that are stored in a website visitor’s browser, app, or device to do things such as allow visitors to access features that are fundamental to a service, to help sites and apps understand how their visitors engage with their service, to enhance a return visitor’s experience by providing personalized content and features, etc. For example, Google Analytics’ cookies collect information about the operating system and the browser that you use, your IP address, the website you previously accessed (referrer URL) and the date and time of your visit to the websites. On subsequent repeated visits to the website, frequently used information is automatically displayed for you. The information generated by cookies and other technologies about the use of the website is transmitted to a Google server.

Social Media Widgets: Our Site may include social media tools, including social media widgets or plug-ins, to connect you to your social media accounts. These features may set a cookie or use other automatic collection and tracking technologies to collect information about you and your use of the social media features through and in connection with our site. These social media tools may be hosted by a third party. Your interactions with these tools and the corresponding social media platforms are governed by the privacy policies of the companies that provide such platforms.
3. Sensitive Information and Information About Minors
Unless we specifically request it, do not send or disclose your racial or ethnic origin, political opinions, religion or other beliefs, health, criminal background, or trade union membership. If we do need to request such information, we will only do so with your express consent and in accordance with applicable data protection law requirements.
If this information is provided without a specific request from CAP-HC, we reserve the right, but do not have any obligation, to delete such information at our discretion.
While some program applications may require gathering information about minors, we will not knowingly collect Personal Information from minors who visit our website.
Donor Information
CAP-HC collects and maintains the following types of donor information when it is voluntarily provided to the organization:
• Contact information, such as name, address, telephone number and e-mail address; • Donation information;
• Information on events attended, publications received, and requests for program information; • Information provided by the donor in the form of comments and suggestions.
CAP-HC does not retain donor credit card information.
The information is maintained for IRS reporting purposes, is used to analyze general donation patterns, to understand donors’ interests in CAP-HC’s mission and programs, and to update donors on the organization’s activities. Donor information is stored in the organization’s password-protected Cloud-based database and file storage system. Access to donor information is restricted to relevant staff members. Information is shared with staff and board members only on a need-to-know basis; summary, non-identifying information is used whenever possible.
How CAP-HC Uses the Information We Collect
The Personal Information CAP-HC gathers, whether information you provide or information gathered passively, will be used as described above and/or as described to you at the point of collection. This may include, but is not limited to:
• Responding to an inquiry and/or information request
• Processing a donation
• Adding you to our email list
• Communicating about the organization’s mission, programs, events, and/or our impact in the community • Communicating about our website, policies, and/or other administrative information • Use for business purposes, such as data analysis, improving our services, and/or identifying usage trends • Evaluating feedback from surveys, comments, forms, and/or emails
Information that does not personally identify you or the device used to interact with CAP-HC may be used for any purpose.
Data is retained for as long as it is relevant for the purposes identified in this Privacy Policy, unless a longer period of time is required by law.
Disclosure of Information
CAP-HC does not sell, rent, trade, or share Personal Information. We may share Personal Information with third parties only as described in this Privacy Policy or as otherwise described at the point of collecting the information. This may include, but is not limited to, disclosing information to:
• Companies or individuals that we partner with to provide website hosting, analysis, payment processing, or relationship management services.
• A third party in the event of any reorganization, merger, or other disposition of all or any portion of our business or assets (including in connection with bankruptcy or similar proceedings).
CAP-HC does not send out mailings to its donors on behalf of other organizations.
Authorized Release of Information
CAP-HC may be legally required to disclose information on occasion. CAP-HC complies with all applicable legal requirements and standards.
Updating Information
To review Personal Information collected and/or request changes, donors should contact the Planning and Development Office at donor@caphennepin.org. Non-donor consumers should contact info@caphennepin.org to review Personal Information collected and/or request changes.
Discontinuing Contact Upon Request
CAP-HC will discontinue contacting individuals with marketing and/or donor communications upon that person’s oral or written request directed to the organization. You may also specify the ways in which CAP-HC can or cannot contact you via email, mail, and phone.
Donors may contact the Planning and Development Office at donor@caphennepin.org to make such a request. Non-donor consumers should contact info@caphennepin.org to make such a request. CAP-HC will maintain a record of all requests by persons indicating their preferences for being contacted by CAP-HC. Following a request to discontinue communications, staff will update the individual’s records accordingly for each communication channel specified (email, mail, and/or phone) and for each purpose specified (marketing and/or donor communications). Additionally, every email and text communication from CAP-HC will include written direction for how to be removed from future communications and/or an unsubscribe link. Individuals who are past or current clients of CAP-HC may continue to receive program-related communications.
Limitation: This policy does not prohibit contact by a non-staff individual or group voluntarily soliciting on behalf of CAP-HC, even if the person being contacted has requested not to be contacted at all.
Links to Third-Party Websites
CAP-HC’s website includes links to other websites for consumer convenience. Information disclosed on a third-party website from a link on CAP-HC’s website is not subject to this Privacy Policy. Third parties may use these links to collect Personal Information. CAP-HC is not responsible for the privacy practices of third parties, advertisers, or other websites, neither does CAP-HC have control over their use and management of cookies and data collection. It is the consumer’s responsibility to review and understand these practices of third parties, advertisers, and other websites.
Security
CAP-HC takes reasonable steps to protect information collected from loss, misuse, and unauthorized access, disclosure, alteration, or destruction. We use a variety of security measures to protect Personal Information, including physical, electronic, and procedural safeguards. Industry-standard security controls, like firewalls, and protocols, like SSL/TLS, create a website that is resistant to standard internet-based threats. Our website and domain (caphennepin.org) and Cloud-based database and file storage systems are registered and secured to current Best Business Practice utilizing secure transmission protocols (https:).
No website or electronic data can ever be completely secure. By using CAP-HC’s website, you agree that CAP-HC will not be liable to you for any modification, suspension, or discontinuance of the website.
Third-Party Payment Service
CAP-HC uses the third-party payment service PayPal to process credit card transactions on its website. This payment service is PCI* DSS^ Merchant Level 1 Certified which includes full NIST** PCI DSS compliance for all transactions. CAP-HC does not retain credit card information.

Donor Bill of Rights
CAP-HC adheres to the following Donor Bill of Rights, which was created by the Association of Fundraising Professionals (AFP), the Association for Healthcare Philanthropy (AHP), the Council for Advancement and Support of Education (CASE), and the Giving Institute.
Donor Bill of Rights
Philanthropy is based on voluntary action for the common good. It is a tradition of giving and sharing that is primary to the quality of life. To ensure that philanthropy merits the respect and trust of the general public, and that donors and prospective donors can have full confidence in the nonprofit organizations and causes they are asked to support, we declare that all donors have these rights:
- To be informed of the organization’s mission, of the way the organization intends to use donated resources, and of its capacity to use donations effectively for their intended purposes.
- To be informed of the identity of those serving on the organization’s governing board, and to expect the board to exercise prudent judgment in its stewardship responsibilities.
- To have access to the organization’s most recent financial statements.
- To be assured their gifts will be used for the purposes for which they were given. To receive appropriate acknowledgement and recognition.
- To be assured that information about their donation is handled with respect and with confidentiality to the extent provided by law.
- To expect that all relationships with individuals representing organizations of interest to the donor will be professional in nature.
- To be informed whether those seeking donations are volunteers, employees of the organization or hired solicitors.
- To have the opportunity for their names to be deleted from mailing lists that an organization may intend to share.
- To feel free to ask questions when making a donation and to receive prompt, truthful and forthright answers.
