The 2023-2024 Energy Assistance Program
The Energy Assistance Program (EAP) can help you pay your utility bills between October 1, 2023 and May 31, 2024. Eligible applicants may receive a grant paid directly to their utility provider to reduce utility expenses.
- The 2023-2024 program year began October 1, 2023.
- The Cold-Weather Rule started October 1, 2023 and ends April 30, 2024. Please contact your utility provider for more information.

For the 2023-2024 program year, Water Assistance is no longer part of the Energy Assistance Application. CAP-HC will launch a new Water Assistance Program July 2024.
— Application Processing
The Energy Assistance Program (EAP) processes applications in the order they are received with the exception of applications from households experiencing a no-heat emergency. Currently, EAP staff are processing applications within the week received.

— Eligibility
Income eligibility for Energy Assistance is calculated by looking at gross income (your income before taxes and other deductions) for a one-month period. Your income must be at or below the following guidelines - see chart below.

An application form must be completed to determine your eligibility for the Energy Assistance Program. Additional documentation required to complete your application is outlined in the application form.
There are several ways to complete an application:

Complete this form to have an application mailed to you.
4. Pick Up an Application in Person
CAP-HC has offices in Brooklyn Park, Bloomington, and Minneapolis. Pick up an application Monday-Friday, 8am-4pm (except on federal holidays), at any of our locations.

If you applied for assistance using the Department of Commerce's online application, your application is automatically submitted for review. Otherwise, you can submit your completed application in one of the following ways:

Crisis Funds for Households
Crisis Funds are available for households with:
- An active utility disconnection
- Propane or other delivered fuel is under 20% or is currently shut off
Eligible households may receive crisis assistance up to $600. Use the Energy Assistance application above to apply for Crisis Funds.
