2025 Annual Report: Building Stability, Expanding Opportunity

We’re excited to share the positive impact of Community Action Partnership of Hennepin County’s (CAP-HC’s) work in 2025 with you. We served more than 40,700 children and adults in 2025 through our suite of more than a dozen programs and services!*
Our community’s needs and resources continue to evolve rapidly. Families are navigating rising costs and housing instability while nonprofits are navigating major shifts in funding. Despite these uncertainties, CAP-HC along with our partners and funders remitted more than $13.2 million in utility, rent, and vehicle repair payments on behalf of our clients—reducing financial strain on families while strengthening the local economy.
2025 Program Highlights
CAP-HC remains steadfast in our commitment to help people with low incomes navigate financial challenges while building pathways toward long-term stability.
- 17,169 families improved energy efficiency and/or reduced their energy burden through our Energy Assistance Program.
- 80 families received free solar panel installations to lower long-term energy costs through our Solar Program.
- 320 families avoided eviction and were able to remain in their homes or secured safe, affordable housing through our Housing Stability Services.
- 296 people participated in Financial Wellness Workshops or Counseling to improve their financial well-being.
- 63 people took meaningful steps toward homeownership through Homebuyer Workshops and Counseling.
2025 Organizational Highlights
- Partnered with more than 60 organizations to extend our reach beyond our programmatic offerings.
- Completed the final year of our 2023–2025 Strategic Plan in 2025, making significant investments to improve the client experience.
- Earned a fifth consecutive clean financial audit, reflecting our continued commitment to responsible stewardship and accountability.
Looking Ahead
Even while the challenges facing our community continue to evolve, CAP-HC remains focused on helping families build stability today while creating opportunities for tomorrow. As we celebrate our 40th anniversary in 2026, we’re grateful to our staff, board members, volunteers, funders, partners, and donors whose support makes this work possible. Together, we’re helping create a Hennepin County where everyone has the opportunity to thrive.
