Our Work
One in ten people are living below the Federal Poverty Level (FPL) in Hennepin County.
More than 145,000 households spend more than 30% of their income on housing. And many of these households spend an additional 8-30% of their income on energy bills alone. This leaves few resources for essentials like food and health care.
These aren’t just statistics to us. These are people with dreams that go far beyond meeting basic needs. And it’s these people who inspire our work to disrupt the cycle of poverty and create pathways so that Hennepin County residents with low income can prosper.
CAP-HC centers community voices to understand the needs of Hennepin County residents with low income and creates programming that’s responsive to them.

Our broad suite of programs and services are designed to disrupt the cycle of poverty, helping people navigate crisis situations and build toward prosperity.
We also advocate for people with low income by expanding policymakers’ awareness of community needs and how legislation plays a role in the fight against poverty.

Our History
Community Action was established in 1964 with the passage of the Economic Opportunity Act. The national network is now 1,000 organizations strong and is committed to poverty reduction across the United States. Through the network, families in 99% of our nation’s counties have access to life-changing services that build stability, improve quality of life, and strengthen community resiliency.
Established in 1986, CAP-HC is an independent 501(c)(3) nonprofit that serves Hennepin County residents with low income. Originally named Community Action of Suburban Hennepin, we changed our name to Community Action Partnership of Hennepin County (CAP-HC) in 2016 after receiving the official designation from Governor Mark Dayton’s office to extend services to Minneapolis residents.
Today, CAP-HC serves all of Hennepin County, providing responsive and multifaceted anti-poverty programming for residents with low income. Our suite of more than a dozen community-centered services includes Energy Assistance, Water Assistance, Rental Assistance, Vehicle Repair Program, Financial Wellness, and more.
