2025 Water Assistance Program
Community Action Partnership of Hennepin County’s (CAP-HC’s) Water Assistance Program can help you pay your past-due water bills and related charges. If you’re an eligible applicant, you may receive a grant up to $750 paid directly to your water provider.
We process applications in the order they are received. Right now, staff are working on applications sent in the week of:

Eligibility
You’re eligible for assistance if you meet the following requirements:
- You live in Hennepin County.
- You pay your water bill to one of Hennepin County’s municipal water suppliers.
- The account with your water supplier is in your name or the name of someone who lives in your household.
- You have household income that is at or below 200% of the Federal Poverty Level Income Guidelines — see table.
Please note: Applicants may only apply for CAP-HC’s Water Program once every 24 months.

Collect Required Documents
Provide Proof of the Following:
- The last full calendar month (or the last 30 days) of income for all adults in the household, including wages, public benefits, social security, child support, etc. If you haven’t received income in the last full calendar month (or last 30 days), complete the Verification of Zero Income form on page 8 of the application packet.
- Your household size. Examples include a lease listing all household members, current tax return, or a benefits statement.
Provide a Copy of the Following:
- Your past-due water bill from one of Hennepin County’s municipal water suppliers in your name or in the name of someone who lives in your household.

Frequently Asked Questions
When does CAP-HC’s 2025 Water Program begin?
The first day to apply for the 2025 Water Program is Monday, April 7.
When does the 2025 Water Program end?
The 2025 Water Program will end on December 31 or when program funds run out.
What is the maximum amount of Water Program grants?
The Water Program pays the balance due on the water bill when the application is processed up to $750.
What are the qualifications for the Water Program?
Please refer to the Eligibility section above.
How long does it take to process a Water Program application?
Last year, it took an average of 60 days to process Water Program applications. Processing time this year will depend on the volume of applications we receive.
Can I check the status of my application?
We do not have an automated way for you to check application status at this time. The Water Program page of our website includes the received-by date of applications we are processing currently. You may email water@caphennepin.org to check your application status, and staff will reply as soon as possible.
What happens after I submit my application?
- CAP-HC staff will review your application to determine whether it is complete.
- We will notify you if:
- Your application is denied due to being incomplete, and you may reapply.
- Your application indicates that you are not eligible for the Water Program.
- We process complete applications in the order they are received.
- If your application is approved, we will notify you that we’ve sent a check to your water supplier on your behalf.
- Once your water supplier receives the check, it can take up to 30 days for your account to be credited.
