2024-2025 Energy Assistance Program
Community Action Partnership of Hennepin County’s (CAP-HC’s) Energy Assistance Program can help pay your utility bills between October 1, 2024 and May 31, 2025. If you’re an eligible applicant, you may receive a grant paid directly to your utility provider that reduces your expenses.


Energy Assistance Currently Closed
CAP-HC’s Energy Assistance Program (EAP) closed as of May 31, 2025, and we are no longer accepting new applications for the 2024-2025 EAP year.
The 2025-2026 program year will begin on Oct. 1, 2025. We will add 2025-2026 applications to our website when they become available in September.
If you still need assistance and have not already submitted an EAP application to CAP-HC, please contact one of the following resources:
Crisis Assistance
May 31, 2025 was the application deadline for the 2024-2025 EAP year. Crisis Assistance information for the 2025-2026 program year will be added to our website when it is available.
If you already have an approved 2024-2025 EAP application on file, you can request Crisis Assistance (up to $600) through June 30, 2025, as long as funds are available.
Your household may be eligible to receive Crisis Assistance if:
- You have an active utility disconnection.
- Your propane or other delivered fuel is under 20% or currently shut off.
- You are 60+ years old with a current or past-due bill.


Weatherization Referrals
With the Weatherization Assistance Program, you may be eligible for free energy upgrades for the home you rent or own, which could save energy and make sure your home is a safe and healthy place to live.
Services may include:
- Installing insulation
- Reducing air leaks
- Performing heating tune-ups and modifications
- Replacing appliances for energy efficiency and safety
