Community Action Partnership of Suburban Hennepin (CAPSH) is formed amidst a growing awareness that poverty in Hennepin County is not confined to urban areas.
40th Anniversary Timeline
Our 40th Anniversary Timeline includes historical moments from 1986 to 2026 involving Hennepin County and Community Action Partnership of Hennepin County (CAP-HC).
CAPSH builds infrastructure for core programs, including the Energy Assistance Program, and begins developing partnerships in the community.
The Office of Community Services introduces Results-Oriented Management and Accountability, a performance-based initiative designed to preserve the anti-poverty focus of Community Action and promote greater effectiveness across the Community Action Network.
National Indicators of Community Action Performance is implemented as a way to provide a uniform and coherent national picture of the work and accomplishments of the entire Community Action Network.
U.S. housing bubble and subprime mortgage crisis causes a national, and then global financial crisis. CAPSH helps households navigate the Great Recession.
In response to community need, CAPSH adds vehicle repair assistance to its suite of programs.
After receiving the official designation from Governor Mark Dayton’s office to extend services to Minneapolis residents, CAPSH is re-launched as Community Action Partnership of Hennepin County (CAP-HC) and receives the formal state designation to serve as the Community Action organization for Minneapolis in addition to suburban Hennepin communities.
CAP-HC rises to the changing needs of the Hennepin County community during the COVID-19 pandemic and civil unrest after the murder of George Floyd, providing thousands of individuals and families with crisis assistance and resources to help them on the path to self-sufficiency.
A staggering 96% of 2020 Community Needs Assessment survey respondents indicate they have incomes that don’t meet the average Hennepin County cost of living. In response, CAP-HC launches a new Employment Readiness Program.
Funded in part by new funding partner, Cummins, CAP-HC is able to expand Financial Wellness Services.
CAP-HC expands access across Hennepin County to provide greater geographic access to the services we offer. All programs and services are supported at our Brooklyn Park, Bloomington, and Minneapolis locations.
CAP-HC begins website evaluation and redesign project. Thanks to insights from key stakeholders, including 181 clients, the site officially launches on February 4, 2025 with a fresh, modern design focused on accessibility and user experience.
CAP-HC commemorates 40 years working alongside people with low incomes to reduce poverty and expand opportunity—celebrating four decades of positive impact in the community while acknowledging the work ahead of us in the years to come.
