2024 Annual Report: A Year of Growth and Positive Impact

The numbers are in—and they tell a powerful story. In 2024, Community Action Partnership of Hennepin County (CAP-HC) assisted more than 45,000 children and adults across Hennepin County. We introduced new programs, expanded services, and strengthened partnerships—all rooted in our vision of Hennepin County without poverty. CAP-HC’s 2024 Annual Report summarizes a period of growth and momentum as we focused on meeting urgent needs and investing in long-term change.
Highlights from Our Work in 2024
- 18,665 families improved energy efficiency and/or reduced energy burden in their homes through our Energy Assistance Program.
- 450 families avoided eviction and were able to remain in their homes or accessed safe, affordable housing through our housing stability programs.
- 64 jobseekers participated in Employment Readiness Workshops and/or Counseling—55% secured job placements.
- 155 people attended Financial Wellness Workshops and/or received personalized counseling to improve their financial well-being.
- Along with our partners and funders, CAP-HC remitted more than $14.6 million in utility, rent, and car repair payments on behalf of our clients, reducing financial stress on families with low incomes while strengthening the local economy.
- 50+ community partners extended our reach, helped us meet people where they are, and co-delivered services with care.
Programmatic Expansions
Programmatic expansions in 2024 included relaunching our Water Program and starting a Solar Program in partnership with All Energy Solar. CAP-HC’s Water Program is the only one in Hennepin County and is in high demand. Within six weeks of opening the program, we had already received over 500 applications!
The Solar Program introduced a new approach to clean energy access and utility cost reduction. The program helps families through every step—from initial evaluation to installation to ongoing maintenance. In 2024, more than 70 homes had solar panels and equipment installed so families could save money while using clean energy.
Infrastructure Expansions
In addition to growing our suite of services, we also enhanced internal infrastructure. After months of gathering input from clients, staff, and experts in web design, we built a new, user-friendly website. The site was launched in early 2025 and offers improved navigation, multilingual support, enhanced accessibility, and upgraded security.
We also strengthened our fundraising infrastructure to power our mission into the future. One achievement in this area was transitioning our Fund Development Task Force into a standing committee, reflecting our commitment to build new relationships in the community, diversify our funding streams, and increase our long-term financial sustainability.

We’re proud of the progress made in 2024—but we know there’s more to do. As we look to the future, our focus remains on creating community-driven solutions that both address immediate needs and help people lift themselves out of poverty.
