In 2026, Community Action Partnership of Hennepin County (CAP-HC) is commemorating 40 years of service—four decades of working alongside people with low incomes to reduce poverty and expand opportunity. During this milestone year, we’re celebrating our positive impact in Hennepin County and acknowledging the work ahead of us to ensure everyone has access to the resources they need to thrive.

As temperatures drop, so does a sense of security for many families struggling to afford heat and electricity. For Rosa, CAP-HC’s Energy Assistance Program was more than help with a bill—it was an opportunity to take charge of her finances and build toward a brighter future.

Sally’s Story

Sally needed help with her utility bills. When a friend told her about CAP-HC, she applied for energy assistance. Sally said the assistance she received alleviated her stress, adding that the Energy Assistance Program is a “wonderful program for low-income seniors.”
